CLTV measures only currently drawn loan balances. High CLTV (HCLTV or Total LTV) includes the total credit limit of any open HELOCs, regardless of whether the line of credit is currently drawn or empty.

Most lenders cap CLTV between 80% and 85% for second-lien approvals, requiring at least 15% to 20% unencumbered equity remaining across all loans to protect against property depreciation.

Second mortgages occupy a subordinate lien position behind your primary mortgage. Because lenders face total loss risk if a property is foreclosed, loans with CLTV above 80% carry higher interest rates and stricter credit requirements.
